Background
The Fourth Primary Education Development Program (PEDP4) is a sector-wide program implemented by the Directorate of Primary Education (DPE) under the Ministry of Primary and Mass Education (MoPME). The main objective of the PEDP4 is to provide quality primary education for all children of the country from pre-primary to grade 5 through an inclusive and equitable education system. Originally, in the initial stage, the program's duration was from July 2018 to June 2023; now, it is extended up to June 2025. PEDP4 is clustered around three results areas or components, namely: (a) quality, (b) equitable access and participation, and (c) management, governance, and financing. The program has a total of 21 subcomponents to support the achievement of these objectives. The Quality Learning for All Program (QLEAP), assisted by the World Bank, is a US$ 650 million Program for Results operation that supports the PEDP4. QLEAP aims to improve the quality of education and enhance access to it from pre-primary to grade 5. The duration of the program is from July 2018 to December 2024. The program also receives additional financing from the Global Partnership for Education (GPE) of around US$53.525 million.
The Global Education Policy Dashboard (GEPD) is an innovative initiative that measures key drivers of learning outcomes at the primary level and highlights the gaps and needs for additional efforts in the current provisions and practices for promoting learning. The survey has been conducted in many countries such as Jordan, Peru, Ethiopia, and very recently in Pakistan, which helped these countries in initiating a dialogue on critical interventions to improve learning outcomes. The GEPD data collection involves three instruments: a School Survey (Head Teacher, Teacher, Classroom Observation), a Survey of Public Officials (interviews with primary education officials at the central, district, and upazila levels), and a Policy Survey (a review of legislation and the policy frameworks of the country). The World Bank Bangladesh Country Team recently had on board a firm to conduct the GEPD survey envisioning that the findings of the survey will enable DPE and MoPME to set priorities and track progress as DPE/MoPME prepares for the post-PEDP4 interventions. Besides, the findings of the survey, coupled with the results of the National Student Assessment 2022 and other critical assessments, will inform the policy dialogue on the priorities for the follow-on sector program.
Objective
The World Bank intends appointed CAMPE to review the achievements of the Quality Learning for All Program (QLEAP) under the Fourth Primary Education Development Program (PEDP4). The review will include:
1) The extent to which the Program Development Objectives were achieved through analyzing progress under each of the 3 Results Areas or Components of PEDP4
2) Efficiency of implementation, which will look into the delivery of the Program at the national level
3) Adequacy of monitoring and supervision of the Program,
4) Conducting a SWOT analysis of the Results Based Financing Sector Wide Approach (SWAP) by the Development Partners.
The review will identify good practices and missed opportunities that could be scaled up and rectified under the next sector program at the Primary level. The review process itself will involve a dialogue with key government and other stakeholders in equitable, inclusive and quality primary education, anticipating the priorities, strategies and character of the next phase of primary education development.
The study will feed into the Implementation Completion Report (ICR) of the World Bank-supported QLEAP project. The study's recommendations, coupled with the Bank's Global Dashboard analysis, will facilitate and guide the Bank in supporting the next primary education sector program.
Methodology
The firm is expected to design the study methodology. It is expected that the study will include a desk review of relevant documents, policies, reports, and achievements, national and field level consultations with the stakeholders, school and classroom observations, focus group discussion, and key informant interviews. The firm is expected to:
>> Conduct desk review of all DLI achievement documents, RoDs, Progress Reports, APSC, ASPR, NSA and other reports, curriculum updates, students-teachers ratio and teacher education and continuous development, and so on;
>> 50 school visits to conduct FGDs with teachers, parents, and classroom observations (including 10 pre-primary);
>> 10 PTI visits to conduct 5 FGDs and review the PTI capacity and needs;
>> Stakeholder consultations (small group discussion) and KII at NAPE, NCTB, LGED, DPHE, 10 Districts, and 10 Upazilas;
>> One national-level dissemination workshop with stakeholders and media.
